"An immortal gambler based in Shinjuku's Kabukicho district, he played a key part in the founding of the Outlaws guild and remains one of their core members. In betting as in battle, he excels at defeating his foes through long, grueling battles of attrition that push both himself and his opponent to their limits. This tendency to play the long game means he often struggles to see eye to eye with fellow gamblers who regard their profession as a matter of instantaneous luck. While he maintains a cool and rational exterior, he is actually highly superstitious and resents his competitors in Kabukicho for contaminating him with ill-fortune. It seems that he was once good friends with Kengo Takabushi, but their paths have since diverged."

- His full name is Tetsuya Onogami (尾之上 テツヤ).
- His Sacred Artifact is a bronze snake switch knife, which is a reference to the bronze serpent, called the Nehushtan from the Hebrew bible, that Moses erected as per God's instruction to prevent Israelites from dying to "fiery serpents" which were sent by God due to the Israelites speaking against Him and Moses.
- The artifact's Rule, much like the original purpose, prevents Tetsuya from dying by rapid regeneration whenever he is stabbed by it.
- His charge skill "Uroboros Nehushtan" references the actual bronze serpent and the Ouroboros, a symbol that shows a dragon or serpent eating its own tail that signified never-ending cycles or immortality.
- Tetsuya's summoner mark is located on his left upper arm and has the appearance of a segmented serpent that wraps around his arm with it biting its own tail.
