Official English "A cyborg Transient from the world of Utopia, he was originally human, but has been modified and upgraded from the brain out. The name Algernon refers to both the Helmet he wears, which is actually his Sacred Artifact, and the name of his partner and manager; the cyborg himself is deeply mistrustful of others and has confided his real name to no one other than his partner. He despises dirt and disorder, and takes an active role in keeping his school clean and tidy. Outside of school, he moonlights as a very discriminating assassin for hire, only accepting jobs that contribute to keeping Tokyo's streets clean of garbage in an entirely different way."

Translated from Japanese Transient cyborg from the world of Utopia. He is based on a remodeled human with his brain set as the core. The name Algernon refers to both the mechanical helmet Sacred Artifact he wears and the name of his manager. The original person made into the cyborg has shut their heart to other people and seems to refuse to reveal their name to all others aside from his one and only partner. He's a huge neat freak, so he's part of the clean up committee at the school he goes to. He is secretly a "sweeper," and thus a disposal worker. He takes job requests from other people, and if it meets their sense of aesthetics, he acts as a disinterested cleaner eliminating "city trash."

Official Japanese 異世界ユートピアの「転光生」サイボーグ。脳を中心として改造された人間がベースとなっている。アルジャーノンという名は、彼が被るマシンヘルメットの「神器」の名であり、彼のマネージャーでもある。サイボーグ本体の人物は、他者に心を閉ざしており、唯一の相棒以外に名を明かしたがらないようだ。非常に潔癖症であり、通っている学園では美化委員を務めている。裏の顔は「スイーパー」、即ち始末屋。他者からの依頼を受け、それが彼の、彼らの美学に沿うものであれば、淡々と「街のゴミ」を排除する掃除屋である。

Official English "The cyborg that forms Algernon's body was once human, before taking part in a project aiming to improve human resilience to the effects of time travel; this he volunteered for, in the hopes that it would free him from problems that had plagued him throughout his life. Following a successful trial on a mouse, he was subjected to experiments that have enabled him to accelerate his mental faculties far beyond what would normally be humanly possible. However, this power comes at a great cost, and even cybernetic upgrades cannot save him from the effects of the violent mental deceleration that follows. Although he demands cleanliness and beauty from both himself and his partner at all times, they complement each other well. Both strongly dislike cats, albeit for different reasons."

Translated from Japanese He is a former human being and a test subject for a certain project meant to make humans able to withstand leaping through time. By accelerating his brains it becomes possible to step foot in a domain ordinary people cannot follow along. This plan was accomplished thanks to previous experiments run on small animals. The man who became the cyborg joined this experiment by his own will to solve a problem he had since birth. But even as a cyborg the acceleration of time comes with a strong deceleration. The man and his buddy both have a habit of seeking things that are "spotless and pure" and things that are "aesthetic." Both fear cats in different ways.

Official Japanese 人間が時間の跳躍に耐えるためのとあるプロジェクトの被検体であり、元人間。知能を加速させ、常人ではついてゆけない領域に足を踏み入れることが許される。先行して行われた小動物での実験成功を受けて、この計画は遂行された。サイボーグの素体となった男は、生来抱えていた問題の解決のために、自らこの実験に臨んだ。しかし、たとえサイボーグの身となっても「時間の加速」には強烈な「減速」の代償があるという。自分にも、そして相手にも「汚れなきこと」「美学があること」を求める癖がある。二人とも、別の意味でネコが怖い。

Official English "From the standpoint of a future cyborg born to push limits, there is nothing more detestable than the inefficiency of working with others. Fond memories of times shared with friends are akin to amusing graffiti on the wall of a building: cute but ultimately nothing more than a mess to scrub up later. That's how he used to think, anyway; up until recently, he would have seen people partying on the beach, leaving behind mountains of garbage to be cleaned in their wake, and felt nothing but contempt. But after one fateful encounter, he began to see things differently. Up till this point, he had been working as a cleaner with just one other trusted individual, but he's now become less averse to the possibility of welcoming new members into the fold. The rhythmic sounds of his deck brush intermingling with yet another's—dare he imagine, a friend's!—could make the soundscape of his work in Tokyo all the richer. Perhaps he might even come to be etched upon that person's memories himself; oh, to be fondly regarded! He might even enjoy interacting with them, should that person share his attention to detail and dedication to proper cleaning."

Translated from Japanese As a cyborg of the future born to master his limits, he held inefficient coop work in contempt. Fun memories were the same as funny scribbles graffitied onto buildings, things that were to be cleaned up. Were it his old self, he probably would have not paid any attention to the enjoyments of the summer beach and focused on the large pile of trash instead. But lately he seems to be slowly changing that way of thinking after meeting a certain someone. They've done their best working together on cleaning work up until now, but they seem to have become able to welcome a new member without any reluctance now. A new session is born on the stage that is Tokyo with the sounds of him stringing his deck brush with someone. That moves the heart and echoes with the sounds of life that informs others of his existence. Maybe one day it'll become a wordless song that will engrave itself in someone's memories. He holds good will as a cleaner for people who can continue diligently and thoroughly searching for small objects.

this.. might just straight up be a reference to Yabai Kamen, who’s a tokusatsu “villain” who does street shows and performances for kids, and while he’s ‘evil’ it’s mostly cuz he’s sick of people not picking up after themselves and always encourages kids to clean up the streets, cuz he wants a clean world for everyone.

Could it be that Algernon has a broom as a nod to his name's source (Flowers for Algernon)? It's about a janitor that got brain surgery for an experiment to increase his intelligence, but in the story Algernon is the mouse that was the first test subject. I don't know how he's affiliated with Michael and Amaterasu though. Bad guy or not, I admire this robotic broom man
