"The half-Irish, half-Japanese guild master of the Yurakucho Entertainers, a guild that controls and allots Roles to make Tokyo a more enjoyable stage for all. Oscar serves as the playwright for one of theater town Yurakucho's more famous student troupes. Not only does he write their scripts, but he assigns roles which encompass quite a variety of strangeness to their actors as well. One such role might be the ox companion of a tall tale's giant lumberjack, and another, the grizzled yeti which leaves behind only footprints to fuel the imagination. A certain actor once said that to play a role is to don a mask. Oscar says that people stray farthest from their true feelings when they give themselves nothing to hide behind, and he backs this up by transforming into a hedonist of the ages when he masks himself. ""We are meant to live for pleasure,"" he says with a smile. ""Joy is nature's best medicine against aging."" So Yurakucho has its apparent moratorium on old age, and it is there Oscar lives, embodying the guild's motto and steadfastly ignoring reality. Even the inscription for his Sacred Artifact's name in the App is disguised within a facetious quip. Much to his surprise, however, such a penchant for speaking nonsense seems to have attracted the interest of the elementary students at his school."

Half-Japanese and half-Irish guildmaster of the Yurakucho Entertainers. The guild exists to make Tokyo an enjoyable stage by managing everyone's roles. Oscar is the playwright of the famed student theater troupe that is located in Yurakucho, City of Drama. Oscar writes the scripts for his troupe and is the one who gives out roles to each actor. One such role would be the giant lumberjack's partner calf that appears in tall tales. Another role would be the fuzzy being that has left only footprints that appears in folklore. Any actor around would say performing a role would be the same as putting on a mask, but Oscar would say that it's when you have nothing on your face that your words are furthest from your true feelings. As a practitioner of that philosophy, Oscar becomes a frank hedonist when he wears a mask. Oscar says people live only for pleasure, and joy isn't a thing that ages. As an embodiment of his guild's motto in the city of eternal moratorium, he lives like he is thoroughly ignoring reality. Even the name of his Sacred Artifact within the app has been obscured as a joke. That joke has surprisingly gained him the interest that resembles familiarity from a child in his school's elementary division.

"Oscar's Sacred Artifact is a Stick made for engraving runes. For its Rule, it has the power to fabricate fantasies that fall just shy of instilling faith and engrave them into performers. When writing, the Stick takes the form of a VR pen and Oscar's mask functions as a VR headset. Through this interface he writes information into his target, allowing him to give Transients different Roles to perform. This ability has won him great power and influence; indeed, many who started out as mere urban legends in Tokyo will follow his orders, since he gave them their start. How they feel while they follow him, however, varies wildly from person to person. Oscar possesses vast powers as a manager of the App, more so than the other guild masters. It is his privilege to conceal true names with falsehoods as he pleases, and to have anyone perform any role on any stage. Yet, in the face of such power, he simply laughs. “True art,” he says, “is completely useless to society.” Possessing a kiss-shaped Summoning Emblem on the back of his right hand, he keeps the lower half of his face unmasked for when the going gets tough.
