River otter Transient and member of the Chuo Rule Makers who respect the administration of justice. It is said in Aaru that otters are made to put their squishy bean paws together and look up to the heavens. Otter works hard in Tokyo as an aide for the special judicial police officer and World Representative of Aaru, though this is just one of his daytime personas. Another of his personas would be as a small and cute cast member of a cafe called the Asakusa Fluff Zone. Over there he uses a strange worker's cant a friendly cipher-using mathematician taught him to hide his origins the way the courtesans of Edo's Yoshiwara district used to do. He has a competitive streak with one of the Arakawa guild members who's opposed to how he grants dreams of fluffiness for a night.

According to a certain friendly mathematician connected to Otter, the true nature of Otter's sword Sacred Artifact is division. It determines what is finite, converges it to a point, and can eventually Freeze the world. With this power, Otter is able to chibify anything he cuts with it. Customers who want to be made small and wrapped up in a bundle of fluff pass through the red lattice to visit Otter. Otter is a popular choice and chibi at the Fluff Zone cafe, but apparently otters are hated in his home world. In response to this, Otter has a strong desire to be pampered and spoiled. It seems he's surprisingly suited for being on stage at that other guild he's secretly a member of. When assigned to backstage production and stage setup, his small body is adaptable and helpful. おゆかり様の数学者によれば、オッターの持つ刀の「神器」の本質は除算である。有限を定め、収束させ、やがて世界を「凍結」させるもの。この力でオッターは斬った対象を、ミニキャラ化させることができる。小さくなってもふもふに包まれたい、そんな願いを持つ客たちは朱格子を越えてオッターの元に訪れるのだ。もふもふ処というカフェではミニ可愛いと人気者なオッターだが、故郷ではカワウソは嫌われ者だったようだ。その反動もあってかオッターは、チヤホヤされたい気持ちが強い。裏で所属しているもうひとつのギルドで、舞台に立つのも意外と性に合っているらしい。演出や舞台セットなどの裏方に回っても、小さいボディは小回りが利いては役に立つという。しかし、巨大な怪獣から小さくしてくれと頼まれた時は、その者が無限を冠する故に叶わなかったようだ。どうやら一切れのピザより小さくなって、お腹いっぱい食べてみたかったらしく嘆いていた。皆の兄貴分を名乗る某警官とは、可愛がられ上手のオッターとの相性がよい。

Otter is based on an otter in Ainu mythology that was tasked by the creator god to pass on a message to the deity that will be taking their place in creating the perfect humans, the otter agreed but due to its nature, it quickly forgot and caused the humans to be made imperfectly, as punishment, the creator god cursed otters with short memory and the Ainu people were warned to not eat the heads of otters lest they acquire the curse.
- Due to being disliked in his world, Otter took on the persona of an animal (usually a mongoose or otter) that is related to the Egyptian goddess Wadjet, who was venerated as a great goddess with her domain being the Nile Delta.
  - Wadjet, known as the protector of kings and childbirth, was said to be Horus's nurse and protected him, together with his mother Isis, from Seth as they took refuge in the swamps of the Nile Delta where one of his sanctuaries exist.
His Charge Skill "Sapa Kapke Kur" is in Ainu language and can be translated as "bald headed god", which is a derogatory name for otters.
