The Rule Makers, known also as the East and the Chuo Rule Makers, is a guild based in Chuo Ward. They are considered one of the Three True Guilds in Tokyo.

Their guild icon shows a pair of hands holding up a shining book emblazoned with a thunderbolt symbol in front of a castle-chessboard fusion.

Their Guild Master is Curren & MS-C1.

Overview

The Rule Makers aim to turn the Protagonist into a suitable vessel for the divinity to which they are destined to be.[1]2 More specifically, they wish to turn them into a System to support their home worlds. According to Michael, the System will be one to enforce justice and equality, a newly-established law and order in this chaotic world.[2]2 As one of the Three True Guilds, the Rule Makers' membership includes seven World Representatives and one of the Three Geniuses assigned as their Guild Master. Two of the Eight Dog Warriors are also within their ranks as well. Snow speculates that the Rule Makers hold over ten thousand soldiers.[3]1

The Guild Master Curren was tasked with furthering and accelerating research into human evolution.[3]22 Her subject was Plan C: progress through cultivation.[1]1

Not much is known about how they operate as a guild as of now.

They hold immense power and control due to the knowledge they possess about the events of prior loops. All three branches of Tokyo's government are under their control, with the previous leaders easily replaced. In addition, the military, police force, and Tokyo's undeerground terrorist factions have all fallen under their control. The Three Guilds have essentially divided the city into three. They use their control over the Metropolitan Police, the Public Prosecutors Office, and the Special Judiciary Constabulary to enforce raids upon other guilds and take their members.[4]1

Currently, the Rule Makers and Entertainers have formed an alliance, though Horus and a few other Representatives were against the action.[5]4

Treaties

The Three True Guilds are not allowed to act immediately during the events of the Game. The Game Masters have established a prohibition period, signed by all Representatives, that prevents any interaction in the six central Wards of Tokyo, as well as any interaction with the Trophy until the Game has progressed into its later stages. This restriction is meant to prevent loops from devolving into warfare instantaneously. As such, the Representatives all plan around this limitation.[1]18

In addition to the treaty written up by the Game Masters, the Three True Guilds also have numerous treaties between themselves as well. Treaties of armistices are commonly written up in order to prevent a conflict between the guilds to spiral far beyond what any guild desires, such as the accidental summoning of an Exception. Armistice treaties require Representatives from the relevant guilds to sign off on it, usually coming with a compromise of some sort for both guilds. Countless treaties have been built between the Three Guilds over innumerable loops, creating a heavy workload for advisors in charge of overseeing and managing the paperwork.[4]14

As of the events of Chapter 10, all of the treaties have been rendered void by Tezcatlipoca.[4]20

Half of his guild are just random janes/joes who just want to go to space, dance, or do their jobs and the other half are war criminals that need to be sent to Guantanamo Bay.

The Entertainers arc is the same as the Crafters arc, its a prologue for Rule makers who probably will have more 2 chapters, because we still don't have enough characters in this Guild

Actually the rule makers play a major role in chapter 14 I think it’s like a prolonge because they are the only guild along with the entertainer that’s working with the game masters

It's annoying that the only missing WRs are Rule Makers, because the story has decided to skip them.

We had 2/3 episodes for the Warmongers, then 2 for the Invaders; but instead of following the logical order, they decided to go with the Entertainers...

Can't wait to see more story from them. I also really want Michael to be one of the final bosses of the game for the main story, have him and the MC have a big aerial battle.
