Transient from the world of Yggdrasil and one of the 23 Dragons that surround Tokyo. He has the power to change his shape and mass at will, through which he uses to create several different appearances. Here in Tokyo he lives under the Yurakucho guild's roof, and he was created to be what's known as a theatrical villain. Between his older brother Fenrir and younger sister Hel, he has surprisingly turned out to be the middle child of the three weak siblings. He has a great resemblance to a never-before-seen delicate and unaware lonely heart. Since he comes from a different point of time than his siblings, it would surely become a great surprise if they ran into each other in Tokyo. Having said that, he's still as tough, solid, and unbreakable as he's always been. He greedily takes in the genetic information of the strong into himself, grows in size, then circumscribes the memories. His power of propagation allows him to create as many familiars as he likes and gigantify through cellular expansion endlessly. The true nature of this power appears to lie outside the System of majority rule in place in Tokyo. As far as the App is concerned, he has been designated as a holder of one of the attributes from outside the world, Infinity. Jormungandr's self from after his separation from his solemn role apparently speaks and refers to himself in a different way.

異世界ユグドラシル出身、「東京を囲む23のドラゴン」のひとり。己の形状と体積を自由に変える力によって、複数の外見を有する。この東京にて有楽町ギルドに身を寄せる、通称「劇場型犯罪者」によって生み出されたもの。長兄のフェンリル、末妹のヘル共々、予想外の展開にとても弱い３人のきょうだいの次男。破天荒に見えてどこか繊細、無自覚な寂しがり屋である点も、とても良く似ている。ほかのきょうだいとは違う時間からやって来たため、この東京で出会ったならばさぞや驚くことだろう。だが、頑丈でタフ、どれだけ叩いても絶対に壊れないところは今も昔も変わらない。丈夫な他者の遺伝情報を貪欲に取り込み、増大するよう、記憶情報を「外接」されている。複製する「権能」でいくらでも眷属を生み出し、細胞増殖による際限なき巨大化も可能。その力の本質は、この東京における多数決の「機構」の外側にあるようだ。「アプリ」上において、世界の外部たる属性のひとつ、「無限」を持つと判定される。重々しい「役割」から切り離された時の彼は、口調や自分の呼び方が変わることがあるらしい。

It is the power that is capable of always gaining numerical superiority against the System of majority rule. As such, Jormungandr has also been called the World-Breaking Poison. Some of the Tailed Dragons that refer to him as that also call him a Ruling Dragon. If Dragons are those who change their tails and head straight outside the world, then Ruling Dragons are the ones who hold their tails in their mouths and circle the world from the outside. You can compare the former to lizards who have cut off their tails. Either way, no matter what type of dragon one is, it does not change that they are beings who exist outside the System of the world. Since their mass and shape can be freely changed, their bodies are used as part of the materials composing the walls surrounding Tokyo. ヨルムンガンドにとって、無限の巨大さ、無限に複製可能であるその図体が彼の「神器」にあたる。実際には、「神器」の条件を外れているのだが、この東京においてはそうと考えて差し支えない。それは多数決の「機構」に対して常に、数的優位を得られる力。故に彼は「世界を壊す毒」とも呼ばれている。そういった「尾を持つドラゴン」たちは一部の者たちから「龍」と呼ばれることもある。竜が「尾を迭（替）え、一路に世界の外へと向かう者たち」ならば、龍は「尾を咥え、円く世界の外を廻る者たち」。前者を別の言葉で例えるならば「切り離されたトカゲの尻尾」。とはいえ「竜」も「龍」も、世界の仕組みの外側にある存在であることにかわりは無い。形状や体積を自由に変えられるため、この東京を囲む「壁」の材料に体の一部を使われている。かつて同じ故郷のロキという人物が作らせた、「ひとつの世界を囲む壁」と同じ思想でつくられている。「何をしても壊れない丈夫なもの」に対して、強く惹かれるらしい。とある獅子獣人の片割れが「叩いたこん棒の方が壊れたほどに頑丈」と聞いて興味を持っているようだ。
