Yes, "fluffy" takes precedence over everything else in the Furry Kingdom. Kuniyoshi is the reigning Fluffy King there, and Cu Sith is Minister Fuzzy. Those who leave will not be pursued, and those who come will not be rejected. This is Kuniyoshi's idea of a glorious dream, an ideal paradise where all things furry can gather. This is the promised land at the end of his desires, and Kuniyoshi himself no longer needs to go anywhere else. Indeed, he was satisfied and thought it would be good to repeat his days here. But eventually, he learns of "what lies beyond the ideal," something he had never even dreamed of before. It is a story of one leaving paradise on their own, rather than being forced to leave.
