２３の異世界のひとつユグドラシル最強の一角とうたわれた闘士トールの持つ、無窮の「権能」の塊。

無窮とは「限界が存在しない」ということを意味し、その力を体内で無限に増幅し続けることが出来る。 トールが持つ特別な肉体に関わる「役割」、そして無窮の「権能」の組み合わせは、この東京を成立させるにおいて、とある不都合を引き起こす。 例えばそれは、東京を囲む壁を構成する２３の要素の１つを「相打ちとはいえ破壊可能である」という結果をもたらし得る事実である。 そのため、トールは「越えられない壁を越え得る」存在として、虚無の地平に封印されてしまっている。 トールの場合、その存在と「縁」を繋ぐことが出来たのならば、協力を得ることは比較的容易いといえる。 「三度の飯より闘いが好き」なバトル脳の持ち主であれば、驚くほど容易に意気を投合してしまうかもしれない。
