"World Representative of Tir na Nog, where attempts are made to achieve eternalization through perpetual substitution. Long ago, his left eye was subjected to a magic smoke which granted him (or perhaps cursed him with) a Rule that brings swift death upon anyone it beholds. This has caused his name to be feared as a bringer of death upon the battlefield, irrespective of friend or foe, though he is incapable of opening his eye without the help of others. Nonetheless, he's seen countless battles and become renowned as a mercilessly effective general and prideful ruler of giants. That is, until one incident stripped him of every last shred of his pride and dignity and sent him to death row, where he shamefully awaits his fate behind bars. In a form of plea bargain, he's committed his services to another World Representative, preferring to be killed on the battlefield over dying in prison. Now, he serves as combat instructor in Nerima's Penitentia Academy, training other death-row inmates to become proper soldiers. In the back of Balor's mind, the faces of those he's killed, and of those who have died fighting by his side, always loom large, the smoke of their deaths still smoldering in his eye."

World Representative of Tir na Nog, which plans to achieve eternity through Substitution. At one point in the past, his left eye was fumigated by magical smoke which led to it gaining the power to confer death to those he looks at. This power scatters about death on the battlefield without regards to friend or foe, but by borrowing the power of another this eye can become sealed. He has been through many wars and has gained fame as a general and the proudest king of the giants. However due to a defeat from a certain point in time, all of his dignity was stripped away and his pride was broken, and in the end he became someone who waited for his death penalty to be carried out within prison. He wishes to die on the battlefield as opposed to an execution ground, so he accepted some arrangements to be used by other World Representatives. After being imprisoned in the military academy prison in Nerima, he now works as a combat instructor training death row inmates as soldiers. Balor thinks about the comrades who killed and died on the same battlefields as he has. The lingering smoke there still smoulders in his eyes even now.

「入れ替わり」により永遠を図る機構、異世界ティルナノグの世界代行者。かつて、左目を魔法の煙で燻されたことで、見た者に死を与える「権能」を宿すこととなった。その力は、敵味方を問わず戦場に死をまき散らすが、他者の力を借りなければこの眼を開くことは出来ない。数多の戦争を経験し、巨人族の最も気位高き王にして大将軍として名を馳せた。しかし、とある時点での敗北の結果、ありとあらゆる尊厳を蹂躙され、誇りを剥ぎ取られ、果ては獄中にてただ死刑の執行を待つ身となる。刑場で死ぬよりも戦場で戦士として殺されることを望み、協定によって他の世界代行者によって使われることを受け入れた。練馬区の学園軍獄に収監された後は、死刑囚たちを兵士として育て上げる戦闘教官を務めている。バロールは同じ戦場で殺し、同じ戦場で死んでいった同志のことを思う。その残煙は、今も彼の眼の中で燻り続けている。

"The massive Shackles binding Balor's wrists, made of limestone mixed with gray matter that houses the memories of the departed, serve as Balor's Sacred Artifacts. Unlike the artifacts of others, these don't work to his benefit, but rather hold him back, physically restraining him till the day of his execution. Yet Balor accepts his bonds, even seeming to welcome them. He's never said why, but it's suspected it has everything to do with his status as representative of Tir na Nog's System here in Tokyo. The shadow that looms behind him when his left eye needs to be opened belongs to an old dragon named Crom Cruach. Per Tir na Nog's System of substitution, this old dragon will eventually be reborn, with its replacement inheriting these duties and continuing this one of many perpetual marches toward eternalization. Though Balor is generally seen as stern and intimidating, he's also a deeply devoted grandfather, thoroughly doting upon his grandchild at every opportunity. He also harbors deep-seated feelings toward the black market auctioneer who sold him off as a commodity."

The lump of limestone mixed with hardened spinal fluids that carry memories is the Sacred Artifact that binds Balor's body. As someone who brings death everywhere, it's supposed to be a thing that restricts his freedom, yet Balor seems to accept them for some reason. Balor has never spoken as to why that is, but it seems to be deeply connected to his work as the Representative for System Tir na Nog. The shadow that hangs in the background when Balor's left eye is open is a former dragon known as Crom Cruach. Tir na Nog's System of Substitution is said to implement eternity by having the old dragon give birth to a new one and having the two switch places to continue on. He's prone to being seen as frightening, but he loves grandchildren so much that he has a side of him that would cherish them deeply. He hides intense emotions against the auctioneer who sold him off as a commodity.

Notes
- The Representative of the world Tír na nÓg.
- Balor, in Irish mythology, was a leader of the Fomorians, a supernatural race of hostile and monstrous beings who come from under the sea or the earth.[1]
- He is described to be a giant with an eye that could wreak havoc whenever it is opened.
- Balor is more popularly known in the Battle of Mag Tuired where he is killed by his grandson Lugh by using a sling-stone to pierce right through his eye.
- Balor heard a prophecy from a druid that he would be killed by his own grandson and in fear, locked up his own daughter Eithne in a tower in Tory Island but was seduced by a man named Cian with the help of his familiar spirit, a Leanan Sidhe named Biróg, after gaining access to the tower. Eithne gave birth to triplets but Balor gathered them up and tasked a messenger to drown them all in a whirlpool. The messenger does so with two of the babies but unwittingly dropped the last one in the harbor where he was rescued by Biróg. The child grew up as Lugh, the eventual king of the Tuatha Dé Danann after defeating Balor.
- Lugh's foster father is Manannán and he himself is the father of the Irish demigod Cú Chulainn.
- The dragon behind Balor is named Crom Cruach, a pagan pre-Christian god of Ireland that needed human sacrifice but was ended by Saint Patrick.
- Saint Patrick often replaced Lugh in Lughnasadh where he battle Crom Dubh who is based on Crom Cruach, with this association, Balor is Crom Cruach as he was defeated by Lugh as Saint Patrick.
- Balor's charge skill "Drochshúil" means "Evil Eye" in Irish.
