"An immortal gambler based in Shinjuku's Kabukicho district, he played a key part in the founding of the Outlaws guild and remains one of their core members. In betting as in battle, he excels at defeating his foes through long, grueling battles of attrition that push both himself and his opponent to their limits. This tendency to play the long game means he often struggles to see eye to eye with fellow gamblers who regard their profession as a matter of instantaneous luck. While he maintains a cool and rational exterior, he is actually highly superstitious and resents his competitors in Kabukicho for contaminating him with ill-fortune. It seems that he was once good friends with Kengo Takabushi, but their paths have since diverged."
Translated from Japanese
The immortal gambler based in Shinjuku Kabukicho. He is a major figure of the Outlaws and involved with its formation. He has no considerations for his own safety whether it comes to betting or disputes, and he specializes in drawn out battles of attrition. Tetsuya doesn't get on well with gamblers who believe that "betting is about a moment of fortune and a flash of ruin." He used to be friends with Kengo Takabushi, but after certain circumstances happened they parted ways. He's secretly superstitious, so he hates the idea of his business rival also located in Kabukicho infecting him with his poverty and misfortune.

"His Sacred Artifact appears as a folding knife, his weapon of choice, but its true form is a bronze serpent devouring its own tail. This serpent's Rule endlessly regenerates whatever it sinks its fangs into, allowing Tetsuya to come back from defeat again and again. It is a kind of faith that transgresses a line forbidden to mortals, a twin to the twenty-three exiled wyrms, and in fact, one of their cast-off shed skins. This power can be devastatingly effective, but only provided Tetsuya fights alone, without involving those around him. Despite being born a lone wolf, or perhaps because of it, he maintains a quiet respect for those who strive to live hand in hand with others."
Translated from Japanese
Handling folding knives is his specialty, and his Sacred Artifact is a bronze snake that holds its tail in its mouth. It has the power to to make whoever is bitten by it regenerate and redo things without end. It stands opposite of "the 23 dragons that ended the world," the belief for the boundary man should not cross. Yes, it is in itself one of the "23 dragons that surround the world" and its cast off husk. When dealing with things that only affect himself and not his surroundings he can take actions that have the utmost destructiveness. It's part of his nature, but because of it he has a quiet respect for people who are concerned with others and offer a place to live.

"Everyone says that Santa doesn't give naughty kids Christmas presents. In that case, the outlaws of Kabukicho in Shinjuku should have no connection to them whatsoever. Tetsuya himself took a hands-off approach this year, apathetically telling his people to celebrate on their own if they wished. Before he knew it, however, disaster had overtaken his territory and everywhere outside it. To help his comrades in the red light district, he ended up donning what he described as a ""bad joke of a costume."" He wanders around town making his daily coin, believing strongly that he can't go anywhere else. For that reason, he respects those who see themselves with futures elsewhere out of the city and feels a hint of painful yearning toward them."
Translated from Japanese
Everyone says "Santa doesn't come for bad kids." In which case, Christmas presents are like the most bizarre alien things to the Shinjuku Kabukicho Outlaws. Tetsuya also should be having a hands off attitude of "celebrate if you want," but if you look in and out of his turf, you'll see the most outrageous state of affairs. Tetsuya has dressed up in what he'd call "a get-up for a practical joke" for the sake of his fellows in the pleasure district. While loitering in the neighborhood he resides in and taking in his daily income, he believes that he can't go anywhere else from there. Because of that, he holds a mix of respect and loneliness towards those who feel their future is outside of where they are.
His Sacred Artifact is a bronze snake switch knife, which is a reference to the bronze serpent, called the Nehushtan from the Hebrew bible, that Moses erected as per God's instruction to prevent Israelites from dying to "fiery serpents" which were sent by God due to the Israelites speaking against Him and Moses.
The artifact's Rule, much like the original purpose, prevents Tetsuya from dying by rapid regeneration whenever he is stabbed by it.
His charge skill "Uroboros Nehushtan" references the actual bronze serpent and the Ouroboros, a symbol that shows a dragon or serpent eating its own tail that signified never-ending cycles or immortality.
Tetsuya's summoner mark is located on his left upper arm and has the appearance of a segmented serpent that wraps around his arm with it biting its own tail.

This man stole away my son asking for his hand in marriage. I tried to stop him but he said my eyes were dazzling and I couldn't help but become flustered as he just walked off. If you find my son could you tell him his dinner is getting cold?

It's explained that he's like that due to The Summoners being outsiders and because of the rules of Kabukicho he has to keep outsiders at arms length due to previous incidents.
If it makes you feel better he's nicer in events. Particularly in his event special quests
