"This Transient is the World Representative of Kamui Kotan, a frozen world preserved forever in ice. Ordinarily, he would only be visible to children short enough to peek beneath the Leaf he bears, but in Tokyo, he is visible even to full-grown adults. Whenever Korpokkur discovers a community of children, he plants leaves like his own in the ground to propagate, and with the coming of spring, the land blossoms into a sanctuary ideal for them to dwell in. However, as the seasons turn, those children outgrow the leaves that sustain their lives and become blind to Korpokkur hiding beneath them. Eventually, their guardian departs, the rivers run dry, the fauna despoils, and the land becomes harsh and barren once more. Even so, Korpokkur loves the young and innocent from the bottom of his heart, and it is his wish to create a paradise for these children that brings him to Tokyo. A past incident has led him to despise those who rifle through the foliage to disturb what hides within."

"The System that governs Kamui Kotan is an experiment to determine if placing an upper limit on the development of a civilization can delay its decline. notes
- Korpokkur are a race of small people, from the Ainu beliefs, north of Japan. These little people despised being seen, and often gave gifts to the Ainu during the night, to avoid it.
- the division of the word into Kor (or Koro), Pok, and Kur (or Kuru) describe them as People under the Fuki(butterbur) leaves (kor= Butterbur, Pok= under, Kur= People).
- Korpokkur also has some resemblance with Peter Pan, as he wishes for kids to never grow up, and, from his phrasing, it also implies the book's Peter Pan intentions of killing each kid when they grew up, also applies to him.
