Arc is based on Joan of Arc (Jeanne d'Arc in French), a heroine of France and Roman Catholic Saint. She rose to prominence in the military but was later accused of heresy which Joan, as an ardent Catholic, denied but was found guilty. She was burned at the stake which was the favored execution for heretics and witches, which is where her association to being a witch arose.
Arc's Sacred Artifact, the burning chains, where it would bind and burn anyone caught in it through their sins is a possible reference to the tethers that held Joan tied to the stake during her execution by burning for the accusation of her sin of heresy against the Catholic Church.
The original wielder of their SA is the Witch of Orleans, which is a play on Joan's nickname the "Maid of Orléans" and her execution fitting that of a witch.
Them disliking the Protagonist may stem from the fact that the Protagonist holds the soul of Shaytan, the fallen angel who went against the will of the God whom Joan was a pious believer of.

I take back everything I said about Arc and the Genociders because these guys are mild compared to the world reps. The Warmongers are human trafficking slavers, the Invaders are Domestic Terrorist, and the Rule Makers are Religious fundamentalist zealots who want to Ethnically cleanse all of Tokyo.
You know back before Christmas Benten I was thinking how the closest they'll do to a second female 5* variant is Arc, and my prediction turned out true
It's interesting that they're the third variant to retain the same element and range as the base 4* or 5* version, after Band Typhon and Christmas Ryota so long ago
In my opinion she is support unit but If compared between with Horkeu Kamui (Hot Paradise) some skills may look similar but I'm still think Kamui good more than her as Fire Type.
If you want to find some snipe support type Fuxi or Wakan Tanka (IN) still get more credit by not move unit or maybe you want some character who can clear all of enemies with quick hight charge CS Ctugha It's one of the good choices too !!
Don't get me wrong this unit is nice art style look so good and I like her BUT her skill not good enough as the same Level 5* Characters.
