The name Algernon refers to both the mechanical helmet Sacred Artifact he wears and the name of his manager. The original person made into the cyborg has shut their heart to other people and seems to refuse to reveal their name to all others aside from his one and only partner. He's a huge neat freak, so he's part of the clean up committee at the school he goes to. He is secretly a "sweeper," and thus a disposal worker. He takes job requests from other people, and if it meets their sense of aesthetics, he acts as a disinterested cleaner eliminating "city trash."

The man who became the cyborg joined this experiment by his own will to solve a problem he had since birth. But even as a cyborg the acceleration of time comes with a strong deceleration. The man and his buddy both have a habit of seeking things that are "spotless and pure" and things that are "aesthetic." Both fear cats in different ways.
