Quantum possesses a small laboratory Sacred Artifact that she carries around as a backpack. When activated, the following procedures are performed: a State A Quantum and a Not State A Quantum both materialize at the same time. Then, an observer decides which of the two to verify the existence of. This artifact is also able to perform this process on any enemies captured inside as well. It seems this action is a result of Tokyo's System tuning it to prevent contradictions. The app UI lists Quantum as a Zero type, meaning her existence is under question. If no one is observing Quantum, she is treated as not existing anywhere in Tokyo. She sympathizes a lot with a certain party going sage who also does not exist in this world.
Quantum is based on Schrödinger's cat, a hypothetical cat who can be considered both alive and dead and can used as an example of quantum superposition.

Just a case of data not included reverting to 'male' most likely. Mermaids (before infernal and valiant were added later) are classified as 'male' here despite mermen being there. As to why that is, no clue. If you're still not convinced by voice, clothing and her choice of feminine words... just look at 3* alternative skins.
Not the case, everything in the wiki is automated so Quantum in the game files is male. Whether this is a glitch, an accident on LW's part, or a case of "you don't know what's in the box until you open it" beats me
