The Game Masters is a guild whose Portal is located in the Tower of Babel in Oshiage, Sumida Ward. It is also the entity responsible for overseeing the Game unfold through the consequences of App usage. The Game Masters and Entertainers make up the Game's two management guilds. Because of its status as an administrative guild, members of the Game Masters and Entertainers have the exclusive privilege of being able to hold dual guild membership.
Their Guild Master is unknown.
Overview
Many members of the Game Masters and Entertainers form pairs together to watch over a given area. Examples of these pairs are Alice and Christine, as well as Sanat Kumara and Leannan Sidhe. However, members of both guilds often butt heads due to their opposing beliefs; Entertainers tend to find Game Masters suffocating.
The Game Masters are the ones who run the App and are in charge of making sure that the Game continues on forever, never-ending. They look to investigate and stop anything that they deem a threat to the stability of the Game's eternal continuance.

Its Guild Master is unknown.
They handle other affairs related to general game management such as approving locations in Tokyo that are valid Portal spots.1 They also wrote up a treaty signed by all the World Representatives that forbade interaction with the Trophy for a set time in future loops to ensure that the loops don't fall into complete destruction immediately. Alice's role as a Game Master was to conceal info about the Game's reward, the Trophy, until it was made public.18

Philosophy
Not all Game Masters are privy to the full details about the Game; Alice says that the Representatives know more about Exceptions than her. She also mentions an 'upper echelon' of Game Masters, hinting at an inner hierarchy within the guild. She elaborates that the upper echelon can rule if a certain event is an actual danger to the Game's continuance or if it is simply normal operation within the bounds of the Game.18

Their philosophy is to make sure the Game continues in its uninterrupted state until a winner is determined amongst the 'Three True Guilds' when one of them captures the Protagonist. They look to investigate and stop anything that threatens the stability of the game's continuance.
The Game Masters hold a Portal in Oshiage known as the Tower of Babel, a looming tower that oversees the area.21

Known members
Game Masters whose role in the current loop has ended are recalled back to the Tower of Babel, prohibited from contacting any outside sources. Since the World Representatives have begun to make their moves after Chapter 8, Alice's role as a Game Master has ended.18

Their affiliation icon depicts the mechanical familiars of the Three Geniuses stylized over the Tower of Babel: Isaac's crows, Bertro's wolf previously known as Geri, and Curren's mysterious giant robot only known as the Transcendental One.1
The Three Geniuses
Isaac, Bertro, and Curren are three lab-grown Game Masters assigned as Guild Masters for the Three True Guilds: the Invaders, Warmongers, and Rule Makers respectively. Each of them were tasked with observing and recording the events of the loops, as well as determining the next step for humanity's evolution. Isaac believed in Plan A, evolution through assimilation. Bertro followed Plan B, evolution through battle. Curren was in charge of Plan C, evolution through cultivation. The fourth genius, Duo, holds his own backup Plan D, though it is currently unknown and he is not a Game Master himself.1
Administrative Privileges
The Game Masters and Entertainers make up the Game's two managerial guilds. Because of its status as an administrative guild, members of the Game Masters and Entertainers have the exclusive privilege of being able to hold dual guild membership for the purpose of infiltration and internal investigation. Those who hold dual affiliation avoid revealing this secret in fear of being seen as a traitor.21
Relationship with the Entertainers
Many members of the Game Masters and Entertainers form pairs together to oversee a given area. Examples of these pairs are Alice and Christine, as well as Sanat Kumara and Leannan Sidhe. However, members of both guilds often butt heads due to their opposing beliefs; Entertainers tend to find Game Masters suffocating.21
