LW has implemented this status effect by retroactively adding additional conditional properties to every debuff in the game. For debuffs which do not affect ATK/DEF/proc rate, this is in the form of what is presented above. However, for debuffs which do affect these properties, the exact increase/decrease values are different. This seems to be a full nullification after a cursory overview. Debuff effects outside of these properties, such as skill locking, are not nullified.
