"In this Tokyo, his Sacred Artifact, the three-pronged spear, does not hold a physical form. It represents the three iterations of himself (past, present, and future) fighting as one. It is said that the culmination of his three selves possesses enough power to tear through the moon with a single strike. His Rule is more closely associated with Shangri-La than Devaloka, which makes his control of it somewhat unstable here in Tokyo. Perhaps this is why he balks at being called the representative of Devaloka's will. He cannot help but feel a degree of kinship toward those who share or can understand the difficulty of having to keep one of their eyes shut at all times."

raise Eita 4* and make sure he hits the enemies infront of Ra Mu and he procs his DEF down debuff, a borrowed Summer Shiva could prolly take it from there
Just in case it helps anyone else, I used nightglows kurogane for expanded movement first turn along with a friend’s high level licho. First turn everyone gets sent into blow attack range and skill locked. Then you can finish them off easier with your other units.
I just beat this guy after around 20 attempts. I used a combination of Kurogane [Nightglow Mechanic] using the HP depletion with Otohimes double lock ability & Shino on the side. At the end of the fight I needed Balor [Blind Love of the Giant king] to finish them off, focusing almost everything in the center lane for this ding-dang shark.
We have to agree that in-game doesn't have anything explaining unique enemies's skills at all and we have to open wiki to check those skills which is painful, The fight can be very hard but luckily Fear debuff didn't made it into final in-game fight which thank god it'd make the fight even worse with Possession and Doubt + Fwar to nullify moving away for high damage attack of allies.
This fight is impossibly stacked in terms of difficulty. They all just spam fear debuffs, confusion, etc. It's absolutely stupid because you as a player have no way to counter that many debuffs, invincible enemies, and a rando mecha shark immune to literally everything that you can use as a player. There's not even so much as a hint to how you are supposed to win this fight.
