It's currently undetermined if an enemy has to have HP remaining when hit by a Charge Skill for it to count.  <br />
If you don't want to take the risk, it's recommended you make whoever you want to hit the most enemies FIRST with their Charge Skill your Leader, as Ally attack order is determined by their order in your deck slot.
