The spy reveals he was tasked by Ophion to lure a Game Master to him, but discovered they needed an App user with high priority clearance from the the Game Masters for his plans to have any real meaning. He suspects that user might be the Protagonist due to the fact that the Game Masters are trying to keep something hidden from them.
