It is soon explained that the form we see Azazel use nowadays is just the body of a poor goat that was sacrificed in Azazel's name. The chains are a part "Of the App" And they can only be shattered through the player's "Rule of Rending". When the app is closed, The chains will re-emerge and Azazel will revert back to his weaker, "Scapegoat" form.
