「あらあらまあまあ、ベヒモスってばお歌がとっても上手なのね」

「おう、だぜっ! ジズに聞かせてやるんだぜ!」 その3人は、エデンという世界を維持するための機構。 三頭にして一対の獣たち……ベヒモス、ジズ、そしてリバイアサンから成る「信仰回収装置」である。 しかし、新たなる地でその組み合わせが欠けることによって、獣たちは安息の日々を得る事となった。 全員が同じ場所に再び揃い、そして安息を得ることをこの二頭は望む。 だがしかし、矛盾を超えてリバイアサンが転光召喚されてきたとしても尚、その為にはまだ条件が足りないのだ。 その1つは「三頭自滅の引き金(トリガー)を機能不全に陥らせる」こと。 ヒントは既に、この東京に存在している。

Having taken an extra moment of thought, I think Tangaroa and Leviathan share a rule. It is not Typhon who is preventing Leviathan from being summoned, but Tangaroa. If Tangaroa's rule malfunctions Leviathan will manifest as an exception.

No Levi is nothing than leftover memory given a form by the game. The game treated Levi and Tyhoon as equally and mistakenly gave Levi the same Rule and Role as Tyhoon hence the appearance.

No. Typhon and Leviathan are separate beings with fundamentally opposed Roles and Rules. However the land of Tokyo cannot distinguish between the two of them. Since Typhon is summoned Leviathan cannot properly manifest.
